Dottore, or the Doctor, was the chief antagonist of Genshin Impact Luna III and IV. While he has been a villain for quite some time, he showed his true colors by stealing Columbina’s power and becoming a god with control over time and space.

It took Columbina with full trilune power to defeat him, even after all of Nod-Krai stood against him. He had a pretty satisfying defeat for all the shit he was talking about for the past month.
With that said, Dottore has been defeated, but I don’t truly think he’s dead. If you recall his conversation with Nahida, he made a deal to destroy his other segments, as we know Dottore can create clones of himself. I don’t think he ever did that, as he literally challenged Nahida, saying she’d never know if he did follow through with his promise.
Even so, that’s irrelevant. Dottore revealed that it takes a great amount of time and resources to create a segment. And we have to assume he used his strongest one for his plot to steal the moon.
This means Dottore could just be incapacitated right now. Columbina has full power over the moon, so he can’t claim it and is nowhere near strong enough on his own to take it from her. Also, after the stunt he pulled, he could easily be wiped out by the Tsaritsa for betraying her. As Arlecchino pointed out, he relies on Pantalone (whom Dottore calls his good friend) to fund his experiments. The Tsaritsa has since put a halt to that.
Now, I have several theories as to where Dottore is right now. I think he’s most likely inside of Irminsul, at least as a fragment of himself. This can allow him to cloak himself, similar to how the Wanderer is completely unknown to Teyvat. Wherever he is, he serves no immediate role in the story as the Traveler has heard about the Tsaritsa from Columbina and will make his next highly anticipated journey to Snezhnaya.
But, for what it’s worth, I truly believe Dottore is still alive. From what we’ve seen of that slimy bastard, I doubt he wouldn’t have planned contingencies for being defeated many lifetimes ago. Plus, we probably need to get a full backstory on him before he finally meets his end.
