When Hoyoverse released their Moonlit Ballad of the Night teaser video on July 22, 2025, they confirmed Flins as its upcoming Electro character for Nod-Krai:

Who is Flins in Genshin Impact?
Flins is an upcoming Electro character based in Nod-Krai. Much like Ineffa and Lauma, Flins is a Moonwheel user. This means he can draw upon the unique powers of the moon to use abilities distinct from the seven elements in Teyvat.
Based on the teaser, Flins seems like a brooding and mysterious character. He was standing next to a grave in the trailer, holding a lantern with Electro energy. He figures to be a powerful Electro character.
Based on some leaked gameplay footage on TikTok, Flins is an unbelievable combatant:

When Will Flins Come Out?
Flins will be released immediately via banner during Genshin Impact 6.0, which will likely premier September 10, 2025.
As one of the first playable Nod-Krai characters, there will certainly be plenty of hype until he finally drops.
